บทความวิชาการนี้หาความรู้เชิงคุณภาพให้เห็นว่าข้อมูลส่วนบุคคลเป็นทรัพยากรอำนาจใหม่ ด้วยการพรรณนากลไกการยึดอำนาจการปกครองชีวญาณผ่านอัลกอริทึมจากข้อมูลส่วนบุคคลของประชาชนในชาติ ในกรอบคิดอำนาจการปกครองชีวญาณของ ศ.ดร.มิเชล ฟูโกต์ ที่การบังคับควบคุมร่างกายประชาชนในชาติมิใช่เพียงมาจากอำนาจรัฐผู้ปกครอง แต่อำนาจในรูปของความรู้ซ่อนอยู่ในทุกโครงสร้างสังคมเคลื่อนไหวแพร่กระจายไปในสังคมราวกับมีชีวิต อีกทั้งทฤษฎีทุนเฝ้าระวังของ โชชานา ซูบอฟฟ์ ที่อธิบายถึงแพลตฟอร์มโซเชียลมีเดียต่างๆ ใช้ข้อมูลส่วนบุคคลเป็นทรัพยากรทางเศรษฐกิจ สร้างกำไรและอำนาจทางสังคม ด้วยพลังอัลกอริทึมของเทคโนโลยีโซเชียลมีเดียที่ใช้ข้อมูลส่วนบุคคลของประชาชนมาวิเคราะห์เพื่อป้อนข่าวสารโน้มน้าวจูงใจชี้นำพลเมืองให้เปลี่ยน ทัศนคติ ความเชื่อ และควบคุมพฤติกรรม ทำลายโครงสร้างสังคมของตน ทำลายเศรษฐกิจ ทำลายวัฒนธรรม ตลอดจนพยากรณ์สถานการณ์อันเลวร้ายเพื่อล้มอำนาจการปกครองหรือฆ่าล้างเผ่าพันธ์กันเอง ทุกคนมีส่วนร่วมโดยสมัครใจ

Abstract

This academic article seeks to generate qualitative knowledge demonstrating that personal data constitutes a new resource of power. It describes the mechanisms by which biopolitical governance is exercised through algorithms using citizens’ personal data within the nation. Drawing upon Michel Foucault’s framework of biopolitical power, the study argues that control over citizens’ bodies is not solely imposed by the state; rather, power in the form of knowledge is embedded within social structures, moving and spreading through society as if alive. Furthermore, Shoshana Zuboff’s theory of surveillance capitalism illustrates how social media platforms exploit personal data as an economic resource, generating profit and social power. Through algorithmic processes, these platforms analyze citizens’ data to deliver targeted information that persuades, guides, and manipulates attitudes, beliefs, and behaviors. Such interventions can destabilize social structures, disrupt economies, erode cultural foundations, and even forecast or provoke destructive scenarios that threaten governance or incite internal conflict. Notably, all participants engage voluntarily, revealing a subtle yet pervasive form of power mediated through technology and social interaction.
